The Artificial Intelligence Ethics and Governance Research Center of the Institute of Automation, Chinese Academy of Sciences and the Long-term Artificial Intelligence Research Center recently released the Global Artificial Intelligence Governance Evaluation (AGILE) Index. The index's evaluation of the first 14 countries shows that in terms of artificial intelligence development level, the United States and China are in the leading position in total; in terms of artificial intelligence governance level, China ranks in the first echelon, second only to the United States.

According to reports, based on the evaluation idea of "matching the level of governance with the level of development", the AGILE index starts from four aspects: artificial intelligence development level, governance environment, governance tools and governance effectiveness, and includes 39 evaluation indicators in 18 evaluation dimensions. The Index provides an in-depth portrait of the current state of global AI governance and highlights the need for international cooperation, equitable development, and a comprehensive governance framework to address AI governance challenges.

The first 14 countries evaluated by the AGILE index include the United States, the United Kingdom, China, Brazil, Singapore, the United Arab Emirates, etc. The assessment results show that countries in the first tier of AI governance include the United States, China, Singapore, Canada, Germany and the United Kingdom.

In this assessment, the AGILE index of each country showed a clear positive correlation with its per capita GDP level. It is worth noting that the scores of China and India are significantly higher than those corresponding to per capita GDP.

According to statistics, the number of recorded artificial intelligence risk events in 2023 will increase 12.8 times compared to 2022. Zeng Yi, editor-in-chief of the AGILE Index, researcher at the Institute of Automation of the Chinese Academy of Sciences, director of the Artificial Intelligence Ethics and Governance Center, and expert at the United Nations High-level Advisory Agency on Artificial Intelligence, told reporters: "No country can solve the development and governance of artificial intelligence on its own. problem, global collaboration is imperative.”
